
After a long stand-still in the revision process of the Eurovignette Directive, discussions have picked up again in the European Council since June 2020. iMONITRAF! together with CIPRA International call on decision makers at EU-level and especially the German Presidency to finally come to a conclusion on this important dossier and to provide the necessary framework for the Alpine regions to implement ambitious road pricing approaches. After the European Parliament has agreed to an ambitious revision proposal already in October 2018, it is now high time to act!
Building on previous recommendations and proposals of iMONITRAF! regarding the design of a Toll Plus system, a new position paper highlights the positive elements of the recent revision document as well as some potential finetuning needs: one major message is that modal shift shall remain the major objective of the Eurovignette Directive, on the highly-affected Alpine transit corridors this is the most effective approach of reducing environmental and social burdens of freight transport. Ambitious toll levels are a major instrument for setting incentives for shifting from road to rail.
